State Partnership Programs
NEW APPLICATION DUE DATE: MAY 30, 2009
The Young Democrats of America wants to donate to programs that support, build, and strengthen state and local chapters. The State Partnership Program is the mechanism for organizations to request such a donation.
Here is how it works: State organizations and local chapters and caucuses submit a detailed application, budget, and finance plan for their organization. The YDA staff reviews all applications based on pre-set criteria and makes recommendations to a committee of national and regional YDA representatives for approval.
Once approved, YDA and approved organizations enter into a mutual Memo of Understanding (MOU) regarding the specifics of their program, financial obligations, and timeline. YDA will donate up to 67% of the program cost for paid campaign activities; 50% for chapter building programs; and 33 - 50% for volunteer-led campaign activities. Organizations must raise a portion of their budget from local donors and in many cases provide a deposit before YDA will begin funding the partnership.

After much review, conversations with State Presidents, other members, and deliberation by YDA staff, we have created a new and improved application for the 2009 SPP application. Here are some of the ways we’ve made improvements:
Less time filling out the application.
Instead of writing overviews and descriptions for each application, you select from a list of already defined programs.
More informed decisions, faster MOU process.
The application gathers necessary information so all the committees can make more informed decisions. This ensures that programs will be effective, cost efficient, and that approved organizations will actually be able to meet the financial obligations of the program – speeding up the MOU process.
Vastly improved communications.
Communication with applicants and all members of the YDA National Committee is improved. Highlighting deadlines, public notification of approval/denials, and program processes.
Application rounds based on program dates.
The two rounds of applications are now based on when programs will happen. First round is for the first part of the year, second for the last half of the year.
